Cold weather makes every little issue in a diesel fuel system matter more. As fuel gets colder and thicker, it doesn't flow as freely, lines and seals degrade, leaks become more common. Reduced flow means an undersized or partially loaded filter can become a much bigger problem. And the factory top filter assembly, with it's already infamous leak prone reputation, becomes a serious headache much more often.
The SPE 2017+ 6.7 Powerstroke Fuel Filter System gets rid of the leaky upper filter setup, moving the filter down below the truck, where it should be. It uses a much larger CAT filters with roughly three times the filter area and volume of the factory setup.
